Construction on Luray Meadows is almost complete.
Luray Meadows Apartments in Page County, Virginia, has been nearly ten years in the making. A short drive from the booming Northern Virginia metro area, People Incorporated noticed that affordable housing, especially for families, was becoming increasingly challenging to find in Luray.
The agency began to work tirelessly to develop capital to start the project in 2012, with a focus on providing safe, quality housing for low-to-moderate income families. People Incorporated gathered support from local, regional, and state partners and was able to break ground on the property in summer 2021. This summer, People Incorporated will complete construction on the $13.5 million project, making it the agency’s largest affordable housing development to date.
Luray Meadows is funded through a combination of Low-Income Housing Tax Credits, Virginia Department of Housing and Community Development (DHCD) HOME funds, DHCD Community Development Block Grants (CDBG), Northern Shenandoah Valley Regional Commission Local HOME consortium funds, Capital Magnet funding and Virginia Housing REACH financing. As the first new Low-Income Housing Tax Credit property in Page County in over 20 years, the property is filling a huge need in the area.
Once construction is completed, the complex will consist of seven buildings with 52 2-bedroom and 3-bedroom units that are located close to grocery stores, pharmacies, gas stations, and other retail. The apartment complex also includes a community space for residents.
The facility itself is functional as well as beautiful. To save energy costs for residents and reduce the environmental impact of the buildings, windows and appliances are EnergyStar-rated and the HVAC system is high efficiency. Luray Meadows will meet the highest environmental standards as an Earth Craft Gold-certified green building.
The building was designed to meet the needs of a variety of residents. Since roughly one in five Page County residents have a disability, Luray Meadows has brought more integrated living options to the community with half of the renovated units receiving accessibility-focused upgrades according to Universal Design standards. Six units will be fully accessible.
The property is nearing completion now and People Incorporated looks forward to hosting an Open House on Friday, August 26 at 11 a.m. The complex is located across from the Luray Caverns Airport at 1504 Airport Road in Luray.
